Feast of S. Domenico Savio in Rwanda
On March 9th, 2019 almost all of the of choirs of the Rwandan Federation of Pueri Cantores celebrated together the feast of Saint Dominic Savio, the Patron Saint of the Pueri Cantores. This celebration was characterized by two basic activities: singing a Holy Mass together and other social activities.
Each choir organized their activities themselves: visits to medical patients, helping them to solve practical problems: such as applying for medical insurance, providing clothes, food such as porridge and drink. The team of Pueri Cantores also gave support to these patients with psychological, socio-economic and spiritual help. Patients without caregivers were assisted with counseling and basic needs. People that were assisted by Pueri Cantores appreciated their mission and their help.
During the day, celebrated by most of the choirs of national Rwanda federation, the young singers of peace of God also benefited from being taught about Saint Dominic Savio and learnt a great deal about caring for vulnerable people, with various difficulties often caused by poor living conditions. The leaders of the federation, in collaboration with various parishes, organized these lessons of one or two hours to show the children how Saint Dominic Savio, even though he had a very short life, was still able to bring great happiness to others living around him.

Le 9 mars dernier, la plupart des choeurs de la fédération Rwandaise a fêté notre patron St. Dominique Savio. Les célébrations étaient marquées par deux activités: la messe chantée et activités sociales.
Chaque choeur a organisé ces activités lui-même: visite de gens malades, aide à résoudre des problèmes comme l'accès aux assurances médicales, offre de vêtements, nourriture (comme porridge) et boissons. Les groupes des PC ont aidé les malades aussi par des assitances au niveau psychologique, socio-économique et spirituel. Les personnes seules ou isolées ont été conseillées et aidées par des assistances de base. Les personnes soutenues ont fortement apprécié cette mission et le soutien.
À l'occasion de cette journée célébrée par de nombreux choeurs, les messagers de la paix ont bénéficié d'une séquence de formation sur Dominic Savio et d'instruction d'aide pour des personnes malades et souffrants de la pénurie dans leur vie au quotidien. L'organisation de ces leçons d'une ou deux heures était dans les mains des responsables de la Fédération Rwandaise des Petits Chanteurs et les paroisses. Les enfants apprenaient ainsi comment St. Dominique Savio pendant sa vie courte pouvait apporter beaucoup de bonheur à ses proches.

Protection of minors in our Federations
|

|
|
|
In these last years, the church has suffered a very much from news reports concerning the abuse or mistreatment of children in various church institutions. All of us – and our federations, too – are part of this church and we all work with children. We have been aware of this problem for many years. The General Assembly of the FIPC in the year 2005 in Einsiedeln/Switzerland, in fact, was dedicated to discussion and information concerning this delicate subject. Both then – and several times since – the bureau has asked national federations for information about their procedures for avoiding such mistreatment or abuse and has also requested that, if such situations should arise, they should be kept informed about proceedings. Some of our federations have, indeed, answered our requests – others did not.
The French PC Federation, last January, put this subject on the agenda of its General Assembly, and the German Federation has formulated a special concept for the protection of minors to be transposed at the next national Congress in Paderborn in July 2019.
The Vatican authorities also asked us – in preparation for the Synod specifically concerning this subject, which was held in February 2019 – for documentation of our efforts to avoid abuse or mistreatment of minors. We presented all the material we have at our disposal. However, we still need to be continuously aware that our federations are constantly working with children and, thus, may run a risk of becoming involved with this kind of problem.
Protection des enfants dans nos fédérations
Ces derniers temps, l'Église a été touchée par de nombreux faits d'abus sexuel d'enfants dans des institutions en lien avec l'Église. Avec nos choeurs et fédérations, nous sommes une partie de cette Église, et nous travaillons avec des enfants. Depuis longtemps déjà nous nous rendons compte de ce problème. L'assemblée générale de 2005 à Einsiedeln / Suisse a été dédié à ce sujet avec des échanges et recommendations. À cette époque déjà, et plusieurs fois depuis 2005, le bureau a demandé aux fédérations nationales des informations sur le progrès des mesures prises dans ce domaine pour éviter ou – dans le cas d'incidents – pour gérer les affaires au moyen des règlements internes. Certains ont fait ce travail.
La fédération Française évoqua le problème lors de l'AG de janvier dernier (voir article en bas) et la fédération Allemande a élaboré une charte spéciale pour la protection des mineurs pour le prochain congrès national à Paderborn en juillet 2019.
Les autorités Vaticanes nous ont demandé des documents concernant nos efforts pour éviter des actes de violence dans nos fédérations en vue de la préparation du synode qui s'est déroulé en février 2019. Nous avons présenté tous nos documents élaborés ces dernières années. Mais il faut que nous soyons toujours conscients que nos fédérations travaillent avec les enfants et courent le risque d'être concernées par ce problème.

Next General Assembly of the FIPC in August 2019

The bureau has decided to put the subject on our agenda once again during our next General Assembly in August in Stockholm. We shall have an introduction to this problem – to be given by Deacon Björn Håkansson, delegate of the Diocese of Stockholm – and we shall then discuss this subject in small groups. Please prepare now your official statements, in particular concerning the relative measures that have been taken in your federation. Thank you.
Le bureau de la FIPC a décidé de mettre le sujet de nouveau sur l'ordre du jour de la prochaine assemblée générale en août à Stockholm. Le diacre Björn Håkansson, délégué du diocèse de Stockholm introduira le sujet. Puis nous en discuterons en petits groupes.

General Assembly 2019 of the French Federation
of Pueri Cantores

|
The French Pueri Cantores Federation held its annual General Assembly under the heading: 'Leading a choir – protecting the child'.
There were conferences held by
- Marc Guidoni, General Secretary of AFOCAL (Association for formation of leaders in organizations working with young people)
- Monseigneur Thibaut Verny, Auxiliary bishop of Paris,
- Isabelle de Gaulmyn, journalist and author, chief editor of the catholic newspaper La Croix.
The ecclesiastical assistant of the French federation moderated the discussion.

Sensibilisation à la protection des mineurs
Depuis près de 20 ans, les questions liées à la protection des mineurs et au respect de la personne humaine chez l’enfant comme chez l’adolescent secouent notre société. L’Eglise en général et celle de France en particulier n’est pas épargnée. Notre fédération ne l’a pas été non plus.
Depuis son élection, le pape François est très attentif à ces questions et n’a pas hésité à révoquer certains cardinaux de la Curie, ce qui est unique.
Le 20 juin dernier, par une note signée du cardinal Farrell, préfet dicastère l’accès famille et vie. des textes de référence nous sont transmis pour aider les associations internationales de fidèles à rédiger les règles de procédure destinées à garantir la protection des mineurs et des personnes vulnérables.
C’est dans cet esprit que la fédération française a proposé à ses adhérents, lors de l’assemblée générale annuelle, le thème suivant :
« Encadrer un choeur et protéger l'enfant »
Trois intervenants ont permis d’instaurer un riche débat.

Canon Gérard Grasser, former treasurer of the FIPC,
passed away

|
|
During the evening of June 1st, 2019, Fr. Gérard Grasser, former president of the French Federation of Pueri Cantores (1984-1992) and treasurer of the International Federation FIPC (1984-1992), sadly died at the age of 88.
Following his studies in theology, Gregorian chant, orchestral conducting and organ he was ordained priest for the diocese of Strasbourg on 16th July 1957. After a few years as vicar in one of the Strasburg parishes, he was elected teacher and Master of the Chapel at the Bishop's College in Zillisheim where he founded their Pueri Cantores choir with 40 singers, as well as a group of scouts.
In 1961 Fr. Grasser became regional delegate for Alsace on the board of the French Federation and was responsible for the organization of regional congresses in Alsace.
In 1974 he founded the Association of Pueri Cantores in the two French departments of Alsace with some 30 member choirs.
He presided over the Union of St. Cécile of the diocese of Strasbourg for more than 10 years and was Vatican delegate for Pope John Paul II in the committee for the European Year of Music from 1983 to 1985. 1983 he was honored by being nominated a canon of his diocese.
He died after suffering 6 weeks from a cancer of the pleura.
The International federation of Pueri Cantores expresses its deep sympathy to his family and the whole French Pueri Cantores Federation.
Le Chanoine G. Grasser est décédé
Le soir du 1er juin 2019, le chanoine Gérard Grasser, ancien président de la fédération Française des Petits Chanteurs (1984-1992) et ancien trésorier de la FIPC (1984-1992) est décédé à l'age de 88 ans.
Après des études en théologie, chant grégorien, direction d'orchestre et orgue il a été ordonné prêtre du diocèse de Strasbourg le 16 juillet 1957. Après quelques années de vicaire dans une paroisse de Strasbourg, il a été élu professeur de musique et Maître de Chappelle au collège Episcopal de Zillisheim. Là, il fonda les Petits Chanteurs (chorale polyphonique de 40 garçons) ainsi qu’une troupe scoute.
Dès 1961 il devint le Délégué Régional pour l’Alsace de la Fédération Française des Petits Chanteurs avec, entre autre, la responsabilité de l’organisation des Congrès Régionaux rassemblant jusqu’à 300 petits chanteurs.
En 1974 il fonde l’Association des Petits Chanteurs d’Alsace regroupant alors 30 manécanteries et chorales d’enfants des deux départements.
En 1982 il succède à Mgr Kirchhoffer à la tête de l’Union Sainte Cécile. En 1983 Mgr Elchinger le nomme Chanoine honoraire de la Cathédrale de Strasbourg. De 1983 à 1985 il est le délégué du Saint-Siège au Comité Européen de l’Année Européenne de la Musique.
En 1985 il est responsable du Congrès International des Pueri Cantores (10000 chanteurs) à Paris;
Après 6 semaines de souffrance d'un cancer de la plèvre, il a fait son passage vers la maison du Père.
Nous nous inclinons devant sa dépouille et le remercions pour tout ce qu’il a donné dans son action auprès du mouvement national et international des Pueri Cantores.

Le dimanche 9 juin 2019, il y avait un concert exceptionnel à Lyon: John Rutter qui était en France pour la première fois, a dirigé deux chœurs des Pueri Cantores français. Au programme : psaume 150, Magnificat et Gloria.
On Sunday, 9th June 2019, John Rutter was in France for the first time: In Lyon, he conducted two choirs of Pueri Cantores in an extraordinary concert. Works: Psalm 150, Magnificat and Gloria.

Congrès diocésain des Petits Chanteurs
à Gitega / Burundi

For the first time a meeting of children's choirs was organized in the Archdiocese of Gitega/Burundi by a local committee of the diocese. This committee was made up of priests that had a choir in their parish:
- PC Stamroiseet, Gabriel de Mucunguzi, PC Mucunguzi, PC Yoba, PC Mushasha, PC Rukundo and the PC du Bon Pasteur.
The programme consisted of a Holy Mass, a March and a concert for Peace, instruction about the tasks and behavior of young singers based on the bible, the undertakings of the various choirs and a feast for the children.
Another regional congress is planned for July 2019 by the Vicariate of the diocese of Bujumbura.
Preparations have begun for a national congress in the autumn of 2020.
Pour la première fois dans l'archidiocèse de Gitega s'est tenu un congrés diocésain des Petits Chanteurs à Gitega. Ce congrès a été preparé par le comité de la fédération diocésaine de Gitega, nouvellement élu par les prêtres qui ont des Pueri Cantores dans leurs paroisses.
Participants: Pueri Cantores "Stamroiseet Gabriel de Mucunguzi", Mucunguzi, Yoba, Mushasha, Rukundo et les Pueri Cantores du bon pasteur.
Activités: Messes, Marche pour la paix, enseignement, concert pour la paix, les promesses, animation. Thème du jour: comportement d'un petit chanteurs partout.
On prévoit déjà un autre congrès diocesain aun mois de juillet, organisé par le vicariat de Bujumbura.
Le prochain congrès national a été reporté au juillet 2020.

Les Petits Chanteurs de l'Archidiocèse de Bukavu avec la Secretaire Internationale de l'Oeuvre Pontificale Missionnaire (Enfance Missionnaire), la Soeur Roberta venue de Rome pour une session de Formation des encadreurs de groupes d'enfants. La Messe était chantée par 7 choeurs de petits chanteurs.
During a visit of Sr. Roberta of the Pontifical Missionary Council coming from Rome for a meeting of formation of leaders of groups of children. The Mass was accompanied by 7 Pueri Cantores choirs.

Our Vice-President, Gabriel Frausto Zamora is working hard to bring choirs together and to form federations. For this reason, a meeting for choirs is planned in Panama for late January 2020.
In November 2019 Gabriel Frausto will travel to Havana (Cuba) to meet the director of the children's choir of the cathedral there.
Notre vice-président, Gabriel Frausto Zamora, travaille pour l'adhésion de nouvelles fédérations en Amérique latine: Il projette un congrès de choeurs à Panama en janvier 2020 (troisième semaine).
En novembre 2019 il voyagera à Havana (Cuba) pour rencontrer le chef du choeur d'enfants de la cathédrale.

From April 25th to 27th 2019 our president visited the Belgian PC Federations of Wallonia and Flanders. He had meetings with the Auxiliary Bishop of Brussels and the Bishop of Gent. Together with Mme. C. Bourry, president of the Wallonian Federation and St. van Steenberge, correspondent for Flanders, he was able to have contact with conductors and choirmasters. As a result of the visit the two people responsible for children's choirs now plan a meeting for choirs in November 2019.
Du 25 au 27 avril 2019 notre président a visité les deux fédérations wallonne et flandre en Belgique. Lors de réunions avec un évêque auxiliaire de Bruxelles et l'évêque de Gant on a discuté du dévelopement des deux fédérations. Avec Mme C. Bourry, présidente des PC de Wallonie et M. S. Van Steenberge (contact en Flandres) il a rencontré des directeurs de choeurs. Comme premier résultat, on projette un congrès de choeurs d'enfants en novembre 2109.

From April 26th to 29th the Bureau of the FIPC met in Germany and discussed the results of the meetings of J. Henric in Belgium (see above) and M Balzer with F. Ziekman, the president of the Netherlands' Federation of PC who had come to Cologne for this meeting on April 24th.
Afterwards the most important point was the preparation of our General Assembly in Stockholm. We are looking forward to seeing you all there.

Du 26 au 29 avril, le bureau de la FIPC s'est réuni en Allemagne pour discuter les résultats de la visite de J. Henric en Belgique (voir en haut) et la rencontre de M. Balzer avec F. Ziekman, président de la fédération Néerlandaise des PC qui s'était rendu à Cologne le 24 avril.
Puis, la préparation de notre prochaine Assemblée Générale était le sujet le plus important de cette réunion. Nous nous réjouissons de vous revoir à Stockholm.
